In World on Fire : How Exporting Free Market Democracy Breeds Ethnic Hatred and Global Instability Amy Chua offers a convincing argument that the combined effects of democracy and free market economies most often pushed by the United States and governments of the Western world upon the developing world actually create toxic environments in developing countries where a small ethnic minority group controls a majority of land or monetary wealth at the expense of a impoverished majority. Often times, the small enriched minority group has achieved their powerful position by providing the ruling elites with ready made cash to carry out their political agendas and outmaneuver their political opponents (like Jews in Russia, Indians in parts of Africa for example). In exchange, the political leader whether it be Yeltsin, Daniel Moi, or Suharto in Indonesia will provide material benefits such as government contracts for business dealings while the majority population rests on poverty.
The danger comes when the democracy brings to power groups who use their ethnic heritage to gain support and declare that certain states are specific to one ethnic or racial group like Serbia for the Serbs and the Hutu Power movement within Rwanda because such rhetoric can result incite genocidal violence and practices of ethnic cleansing and deportations. Or as in the case of Indonesia, it can result in the burning and looting of the shops of Indonesian-Chinese business people, which does nothing to disperse the dominance of the wealthy Indo-Chinese minority group, but actually hurt the Indonesian economy because those more prosperous Indonesians of Chinese dissent will place their money in other areas out of fear of losing everything in a flare of ethnic violence played on by skilled politicians.
Chua's theory has implications for Western governments, particularly the United States. This all out push for democracy throughout the developing world is seen by many within the Arab world as trying to impose Western ideals on the Arab world. This notion of a new imperialism has proved fertile recruiting ground for Islamist terrorist organizations like Al Qaeda. Chua has one last key point that expectations for a quick transition to democracy throughout the world are unrealistic because today's consolidated democracies throughout Western Europe, United States, and Canada have only become that way through decades if not centuries of consolidation efforts. Indeed democracy does not come into existence overnight.
